REA worked with Louisville Metro Government, through the Office of Advanced Planning, to create a neighborhood plan for the Bowman Field area. The Bowman Area Neighborhoods Plan in Louisville, Kentucky includes the Seneca Vista, Hawthorne, and Big Spring Gardens neighborhoods as well as the cities of Kingsley, Seneca Gardens, Strathmoor Village, and Wellington. The plan addresses the planning needs and policy goals of this community, offering a roadmap for future growth and sustainability.

Called the Bowman Area Neighborhoods Plan because of the proximity to Bowman Field , a 426-acre airport with two runways operated by the Louisville Regional Airport Authority (LRAA).  LRAA is the largest land owner in the planning area, and was integral to the success of the process. However, this is a plan for the neighborhoods and cities around Bowman Field, and not a plan for the airport.  REA lead the project and provided public facilitation and technical guidance throughout the planning process.
