The Downtown West Innovation District is a transformative vision for Indianapolis’ west side that seeks to reconnect major employment, education, health care, sports, tourism, cultural, and neighborhood assets through coordinated investments in infrastructure, public space, mobility, and economic development.


Led by the Indy Chamber in partnership with the Rethink Coalition and a broad group of public, institutional, and private-sector stakeholders, the initiative focuses on the West Street corridor and its connections to I-65 and I-70. The emerging concept would reimagine West Street as a connected urban corridor, with potential improvements including redesigned interstate interchanges, grade-separated roadways, new pedestrian and multimodal connections, and significant new public spaces. The four primary areas of focus are the I-65/West Street gateway, the IU/Purdue campus area, the Lucas Oil Stadium and convention district, and the I-70/West Street gateway.






Rundell Ernstberger Associates (REA) is supporting the Indy Chamber and Rethink Coalition as a design and planning partner, helping translate the broader economic-development vision into a physical framework for the district. REA's work has focused on the relationship between transportation infrastructure, public realm, placemaking, connectivity, and future development—examining how West Street and the surrounding network can become a stronger connector rather than a barrier between downtown and the significant investments occurring on the west side. The work has included high-level transportation and economic analysis, conceptual design, and consideration of stakeholder and neighborhood perspectives, with the goal of establishing a coordinated vision that can guide future infrastructure investment and private development. REA is leading a multidisciplinary team, including Policy Analytics and Mark O'Neill Consulting, to support the Downtown West effort.
