REA was hired by the City of Westfield in September 2024 to create a comprehensive land use, transportation, and economic development plan for one of Central Indiana’s fastest growing communities, more than tripling its population since 2000 to over 65,000 people. The Westfield Comprehensive Plan provides a roadmap for adynamic, connected, and thriving community with a bold and forward-thinking vision to guide the city’s decision making. With a focus on intentional placemaking, economic sustainability, mobility, and community identity, the plan establishes a framework for Westfield’s future through 2045. It introduces a placetypes-based approach to development, ensuring that growth aligns withthe city’s character while promoting vibrant, mixed-use destinations, diverse housing options, and enhanced public spaces.


A detailed transportation plan was included that fostered multi-modal connections via vehicle, pedestrian, cyclist, golf cart, and a proposed trolley system that would support new development within those placetypes and ensure that the city could make infrastructure improvements as development and redevelopment occurred.




The plans incorporated extensive community engagement, gathering input through public workshops, stakeholder meetings, and online platforms to ensure a shared vision for Westfield’s future. REA worked closely with staff, residents, businesses, and community organizations of Westfield to create a plan that represents their desires, realities, and aspirations for a thriving community. The project kicked off in September 2024 and was adopted in March 2026. Over 10 percent of the community was engaged throughout the entire process.
